Payment method declined even when all details of idbi debit card match.All updates blocked no access..plz help anyone!!

I tried to pay for clash royale and netflix through itunes..got message payment method declined..confirmed details of my idbi debit card through bank and refilled details..still same message..worse..i cant update any of my apps and most of them are not working now..cant play any games...cant renew netflix..cant pay for recharges..nothing..have tried removing info but no use..please help.
