All Bookmarks and Reading List Items Disappeared

I have an iPhone 6 running on the latest version of iOS as of December 13, 2017. all of my bookmarks/favorites suddenly disappeared and all of my reading list items are gone as well. I have tired force quitting safari multiple times, rebooting my iPhone, and switching the iCloud merge with safari on and off several times, and none of my data is recovered. please help!
