you will have to provide more information about your question. When you type the arrow key(s):
- what do you expect to happen?
- what does (or does not) happen?
I am guessing you are typing the arrow keys and all that happens is that you get beeps. This is because you have not selecting anything. Single click a cell to activate a table, or select a text box or a shape, then use the arrow keys. Numbers has finite size names cell ranges (called Tables). Table are not always active, so you must single click a table to make it active.
You know how when you use excel you can just type either =, or =SUM and you can just use the up, down, left, right arrow keys on your keyboard to select the cells you want to add, multiply, subtract or divide. While using numbers it won't let you do that.
Yeah. OK. I understand. Numbers does not work that way. Of course you can provide feedback to Apple using the menu item "Numbers > Provide Numbers Feedback"

Actually, if I understand you correctly, Numbers does work that way. When you're entering the formula and want to use the arrow keys to navigate to different cells, just type the = sign to open the formula editor as usual, and then you can hold down the <option> key and use the arrow keys. Very similar to Excel, except you just need to hold the <option> key down while using the arrow keys.
