apple id not working

I can’t refresh my applications. iTunes ask me new billing information, I write my Russian card in my American id, but he doesn’t adept it😢I make American pay pal, but he also doesn’t usept it!!!I try switch countries, because I am in Russia now, but he say this service not allow ♀I make another Apple ID for Russia, but I cannot use it! I switched iTunes to this Id, when I start try refresh it download something he ask me password 3 times and talking about wrong billing information, but it is correct and when I write password he not assept it, and ask me again and again and return me to start page. I try open this ID on safari and it is work normal! Something wrong with iTunes-he don’t give me download nothing on both Id and say that billing information wrong, but it is ok!!!
