Apple ID is STILL Disabled after resetting password. I've read thru the forum and haven't found a solution.

My Apple ID is STILL disabled after resetting my password. I can log in to my account but can't download or update ANY apps. How is this resolved?

iPhone 6 Plus, iOS 10.2
