Touch ID feature is not an app.

You can access and set your Touch ID going to Settings>Touch ID and Code.

You can read these support guides:

Use Touch ID on iPhone and iPad - Apple Support

or

There were other apps that seemed to be from Apple that did not surface on my phone

Phones that are on displays in stores have special software on them that you will not find on any phones except the demo phones.

If you want to know what apps are preinstalled on an iPhone, see the tech specs:

iPhone 6s - Technical Specifications - Apple

I understand that's the specs for a later model phone but what apps you have is largely dependent on the version of iOS you have on your phone.

The phones in the stores are running special demo software. It includes an app that allows people to see how TouchID works without actually using the TouchID function on the phone. Obviously, letting people put their own password and TouchID onto a demo phone would cause lots of trouble. So, Apple produced the demo app. You will never see it on anything but a demo phone.
