All settings Home Sharing

Hi

I have been trying for days now to get home sharing to work. I have checked all Apple's recommended settings and yet still home sharing does not work properly.

I have a Windows laptop and an iPad Air and use both computers to make purchases from the iTunes store (same store login details and same wireless home network). Purchases made on the iPad appear in the library of the PC but purchases made on the PC are nowhere to be found on the iPad. What am I doing wrong? Is there somewhere I can a complete settings checklist for home sharing from?
