Running OS X 10.12.6 (Sierra) on a 2013 iMac.
Installed the 2017-02 security update. After restart, the computer will not run any web browser, system preferences, activity monitor, MS Office products, or many others. Mac Mail, Calendar, and App Store will run.
Something is broken. Any fixes?

You could re-install macOS:
start the mac while holding the CMD+R keys, it will start in the Recovery Partition. choose Install macOS. This will completely reinstall OS (without touching your user data). It will restart automatically when ready. All buffers/caches will be emptied.

Will they work if booted into the Safe Mode?

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. On the screen with Options, please open Options and check the bottom 2 boxes before running. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown.
Thanks for the suggestion. I followed your advice and it seems to have worked. After re-installing the OS, I also had to re-install the 2017-02 patch, but it seems to work more-or-less as before, now. We'll count that as a win.
Thanks for the suggestion, but safe mode did not work any differently than regular mode.
