That would depend on what phone she currently has, if the sim matches, you can swap it out and setup the new phone, and let it activate. Then restore from her icloud or iTunes backup.

Did you purchase the phone and selected your phone carrier too?

If she did not previously have an iPhone, you will want to contact your carrier so that they can properly provision the account for an iPhone. If you don't, some features (Visual VoiceMail, Persona Hotspot, WiFi calling, etc.) may not work.
