Shared ICloud Calendar issues

I created a new ICloud user for use with an ICloud for Outlook application. Whenever I try to add the email address and send the invitation via web or Outlook and hit ok the email address doesn't appear with a pending invitation. Any ideas as to how this is happening, I have done this in the past with no issues.
