bluetooth 4.1 device doesn't show up on my iphone 5s

I have a set of PlugFone ear plug/phones and they are running bluetooth 4.1. my 5s doesn't see them????? Is there a way to get 4.1 on my 5s since apparently the PlugFone is not backward compatible?

Bluetooth headset is required to be put into pairing or discovery mode to connect to a device it has not been connected to before the manual or site of the manufacture should have info about how that headset is put into that
