hi iv deleted mac os base systom wont let me reinstal

Having issues trying to reset Mac instead of delete Normal disk iv deleted macOS base system

When I ho to reinstall I get the high sierra start up click agree to terms then continue

Then I get a pop up saying Can’t be completed acaess denied??
