I had my phone stolen and put it on "lost" mode. I recently ordered a new phone. I saw an option where you can erase the phone. Will I be able to log in and am I still able to erase the old phone?

You can login in to your www.icloud.com account and execute a remote erase. It will only actually execute if the device is online. However, do not remove that device from your list of tracked devices in iCloud. As long as it is listed amongst your devices in your icloud account, activation lock remains in affect and nobody can activate and use it without knowing your AppleID and passcode used with iCloud.
Remote erasing will mean you cannot track it any longer, but activation remains as long as it is listed amongst your devices in icloud.
