Purgeable space will not make room for partition

While trying to partition my computer i got a message saying you need at least 50gb free space. I deleted like 10 gb of files, and was under the impression that purgeable space would automatically allocate itself to where the user is trying to use. Yet still get the same message. Is purgeable space really free space? if not how do i "free" it up in order to partition my disc?

downloaded a 3rd party application to delete this "purgeable" space. i think the problem was that i updated my mac and now it has this purgeable space on it. i will think twice next time before updating thank you.
