Receiving pictures in a text
I cannot open attachments sent to me by text on my IPhone 8. It says "downloading" for a few seconds and then stops.

It seems that your iPad has some MDM policies applied.
If it is a company one, it'd probably be like that.
For confirmation, please have a look at Settings-->General-->Device Management-->Management Profile-->Restrictions
