#1 AppleMusic is a subscription service. You can only play music from the service when you have an active subscription. That includes any music you may have downloaded to your computer or phone.

iTunes Store: About In-App Purchases - http://support.apple.com/HT202023

If you don’t see your in-app purchases - https://support.apple.com/kb/HT204530

If you cannot resolve the problem with the developer contact Apple:

Report a Problem - http://reportaproblem.apple.com - "Sign In for help with iTunes purchases made in the last 90 days"

iTunes Support - Use this form for assistance with account and billing, code redemption, or purchase questions - https://ssl.apple.com/emea/support/itunes/contact.html

I am unfamiliar with the app. It may be that even opening it once caused a weekly charge to be made, even if you only opened it for 20 seconds.
