Hi! How do i access my photos on iCloud without upgrading my storage.

I want to access all my photos on my iCloud but i don’t know why... when i tried the this options they ask me to upgrade my storage. Please anyone help me

It's asking you to upgrade as you don't have enough space in iCloud (your photos is taking up more than the free 5 GB offered).

I know that... The photos are in iPad unfortunately the iPad is in China and i’m in Philippines i want to access my photos there how can i do access them?

You'd have to upload them from your iPad directly or have someone upload them for you
