Storage Purchase Upgrade with Family Sharing

I added a family member with only purchase sharing turned on. The family member made a storage increase purchase and I did not get an approval request and was billed on my card. iCloud sharing is off so how would I restrict this type of purchase or send these purchases to a separate card?
