High Sierra update problems

Hello, a bit ago i placed a comment about my computer acting weird after 10.13.1 update....safari wouldnt load, app store wouldnt load, mail not showing emails, itunes store not loading. Well after a bit I was able to get everything working by redownloading the 10.13.1 on a usb and re-installing and all worked after that.

Well just upgraded to 10.13.2 and now same problems are back....anyone suggest anything.

Still safari will load, but nothing will show, app store nothing...and so on all same problems

Hopefully Apple will figure this out!
