HAS BEEN DISABLED

My apple id is disabled and I have reset my password but yet it still will not allow me to download nor update anything. The message " YOUR APPLE ID HAS BEEN DISABLED" is still popping up!! What can I do?

iPhone 7 Plus, iOS 10.3.1
