Why can’t I download a free app without having a credit card with money on it on file

I’m trying to download a free app but every time it sends me to “Verification Required”. I continue to type my debit card information in even though I know there is no money on it, but it shouldn’t matter because the app is free... But yet it continues to say the card is invalid!
