safari not loading pages in slow data speeds, how to correct this?

My Safari is just stops and do not load websites when I use 2 Mbps connection. Firefox works at this speed. But with higher data speeds safari opens the websites quickly. Is Safari built for higher speeds only? How to fix this problem? Is there any problem WiFi settings?

1. Power off the router. Unplug it from the wall. Wait a while.

Plug it back in. Power the router on. Wait until all lights are lit properly. It will take a while.

Restart the computer.

Start up in Safe Mode.

2. Empty Caches

Safari > Preference > Advanced

Checkmark the box beside "Show Develop menu in menu bar".

Develop menu will appear in the Safari menu bar.

Click Develop and select "Empty Caches" from the dropdown.

Note: This will remove all website icons.
