Why didn't it let you, what happened ? If you were getting error messages what did they say ?
If you are getting the 'maximum number of free accounts' message then that limit is fixed, it can't be reset on a device.

If you are getting the 'maximum number of free accounts' message then that limit is fixed, it can't be reset on a device.
You need to sign into iCloud using that Apple ID on another device/computer. You will then be able to sign in on the phone.
