New ipod and imessage and facetime aren't running

I purchased a new ipod for my daugther and imessage and facetime do not work. When clicking on the app links it does not give the ability to sign in. When I go to settings to they are both greyed out with no access. It has been over 24 hours since I created a new Apple ID and it still doesn't work. I have update the newest software which is IOS 11 something. What am I missing and why doesn't this work for this new phone?
