New ipod and imessage and facetime aren't running

I purchased a new ipod for my daugther and imessage and facetime do not work. When clicking on the app links it does not give the ability to sign in. When I go to settings to they are both greyed out with no access. It has been over 24 hours since I created a new Apple ID and it still doesn't work. I have update the newest software which is IOS 11 something. What am I missing and why doesn't this work for this new phone?

I will answer my own question. The answer is that when manually setting up the new ipod there was restrictions placed on any new accounts. This unintentionally means that imessage and facetime could not be activated because of this. I have eliminated restrictions and am now able to log in.
