How to sign in to i cloud when it says maximum number of free accounts have been activated in this device

Please let me know how to sign in to i cloude in my device. When ever i try to sign in to i cloud it says maximum number of free accounts have been activated in this device. I never used i phone before this. This is the first time i am using. I could’nt found any solutions. So please help me regarding this problem. Thank you.
