additional keyboard language won't stay after shut down

Hi

Ever since upgrading to OS Sierra (currently OS 10.12.6) I have had a problem with adding another keyboard. The language of my OS is English, however I often also use French and Polish keyboards. I can add those and change between the keyboards fine, but every time I turn my MacBook off and then turn it back on, those keyboards disappear and I have to add them all over again.

Obviously this is not the end of the world, but it does drive me a little mad. Has anyone else had this problem? Is there an easy fix?
