Hallo,
my daughter's iPhone 5s with iOS 11.1.2 reacts on inputs with a delay of few seconds when hooked up on to a charger. When we take it off the charger it's running properly w/o any delay.
Is that behaviour normal? Is there any explanation for that behaviour? Is there any procedure to correct that behaviour?

if you are not using an Apple OEM charger the problem could be with the aftermarket charger.

it seems that you're right.
The phone was bought from a famous electronic market as refurbished and it runs great. But as you assume, it was provided with a third party charger. I checked with the original Apple charger of my own phone and there wasn't any problem.
I send back the charger to be replaced.
