Moving photos around in 'Photos'

I have searched and found that one can not move photos around (change the order of photos) in "Photos".

Is this correct?

If it is, there isn't more frustraiting thing than this. Yet another drawback of IOS/apple/mac.

All automatically created albums in Photos have a fixed sort order. You view the photos in the album, that is sorted as you want.

You can also create your own albums and rearrange the photos in the manually created albums by dragging them into the order you want.
