can i use and repair ipad in Malaysia?I bought it at US

How long have iPad warranties not been international? Or was this a pen slip?

I can't find an AppleCare document specifically for Malaysia but the one from Macau is representative of most non-US AC documents:

3. What is not Covered?

3.1 Hardware Services and ADH Services

Apple may restrict Hardware Service and ADH Services to the country where the Covered Equipment was originally purchased.

As far as I know it's always been like that e.g. for the US (https://www.apple.com/legal/warranty/products/ios-warranty-document-us.html) :

Apple may restrict warranty service for iPhone, iPad and Apple TV to the country where Apple or its Authorized Distributors originally sold the device.

The phone was known and the TV could be anticipated but the iPad is new to me. I did not see such when we bought our iphone, though that was 2015.

And iPad's warranty isn't international, especially if it's a cellular model - you might be able to get it repaired in Malaysia, but you may have to return it to the USA
