Ipad gift for use both in US and Costa Rica

buying ipad for use in Costa Rica this winter, is it possible to use with cellular plan there? Can I purchase a wifi/cellular ipad in US and not connect to a cellular carrier in the US just yet? just in Costa Rica for winter.
