migration assistant doesn't create user account, but moves user files to /Users

I am running Migration Assistant between two machines running 10.13.2. Forever, I have used Migration Assistant to move an account onto new iMacs. Trying this with High Sierra, the files move to the /User folder and the new user account is created, but the User account doesn't show up in System Preferences.
