If the above doesn't work, you can also try double clicking the Home button and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.

This doesn't help - every time I'm on a website reading an article all of a sudden I get "Congratulations, you've won an Iphone or Amazon gift card" - I've followed your setting recommendations for Safari and it still comes up. It's really annoying - please help stop this
It is a browser hijack from the site you are on, usually from an ad provider they are using. Double click the home button find Safari and slide up to remove it from the recently used list then restart your iPhone. Contact the site you are using and tell them what is happening.
I am having this issued with my iPad Air 2. From within Settings/Safari/Siri & Search, I have disabled “Search & Suggestions” and “Show App.” This seems to have discontinued the unwanted pop-ups.
This doesn't help either, I clear my browser on a regular basis. I also search in Private mode but these annoying pops keep coming up on my phone as well!
They aren't pop ups they are javascript hijacks. Either don't go to the sites where you are getting them (or inform the systems administrator) or turn javascript off.
