asks for billing update errors out on family share plan but charges credit card each time and can't update apps

My billing information needed to be updated on my family share plan. I updated the billing information and the red circle disappeared. I am able to download app updates again on my iPad. However, on my other device (iPhone) I cannot. On my iPhone it shows I have the family share plan credit card as well as the old billing credit card I used with the device (iPhone) before I decided to join the share plan. The only card I can edit is the old billing card which is still an active credit card but I can't remove it. However, if I try to update apps it says I need to contact family share plan owner, which is myself, and when i try to update the second form of payment card information it fails to update and charges the other card $13.99 immediately and errors out stating "billing security code invalid". So i have five charges on my account for 13.99!! and i cant update apps on my iPhone!

iPhone 8, iOS 11.2.1

Hi 9515951,

I understand that you are having some billing issues on your iPhone. When you attempt to update the payment info you immediately get charged on the old card that you have been trying to remove and you are also unable to update your apps. You have done some good steps already. Since the issue persists and you are still getting charged, it would be best to have you reach out to iTunes Store Support via this link: Contact Apple Support

Take care.
