Power supply / wireless radio problems are unfortunately not unusual on the AirPort Time Capsule, so if the device is less than a year old, have Apple replace it for you.
If the Time Capsule more is than a year old....and....you have Apple Care in effect on one of your Macs, the Time Capsule might be covered under the AppleCare umbrella for up to three years from its purchase date. Contact Apple Support for additional information.
If the Time Capsule is not covered, about all that you can realistically do is reset the device back to factory default settings and then set it up again to see if that will help.
A true do-it-yourself type of person might consider opening up the Time Capsule and then looking for a replacement power supply or main board on the Internet....but....having done this myself, it is not an easy task to open up the product....and....it is very easy to break a connector or tear a ribbon cable in the process, so you will need to use extreme care if you decide to try this.
