Handwriting to Text conversion

Greetings,

Seeking the best Mac-compatible software/app (High Sierra 10.13.1, and iPad iOS 11.2.1 or later) for converting handwriting to text in: 1) scanned PDF files, and 2) in real-time when using an Apple Pen writing on an iPad Pro. For the latter I'm looking for an app that allows me to write onto a pre-formatted PDF or Word document and then convert my handwriting to text.

Would appreciate input regarding apps that can handle somewhat sloppy handwriting or are able to learn my handwriting style (or teach me to write more clearly!)

Also, are the Apple Pen and iPad Pro still the best devices for these functions?
