osx sierra. How can I format to Mac OS Extended Journaled?

I am trying to format my SSD with High Sierra on my Macbook Pro i7.

When I erase in Disk Utility, it erases to APFS and not Mac OS Extended Journaled.

It won't complete installing OS X. The message keeps appearing that says,

"Could not create a preboot volume for APFS install."

Can someone please help?

Install El Capitan or Later from Scratch

Backup if possible before continuing.

Restart the computer. Immediately after the chime hold down the CommandandRkeys until the Apple logo appears. When the Utility Menu appears:
Select Disk Utility from the Utility Menu and click on Continue button.
When Disk Utility loads select the volume (indented entry, usually Macintosh HD) from the Device list.
Click on the Erase icon in Disk Utility's main window. A panel will drop down.
Set the Format type to Mac OS Extended (Journaled.)
Click on the Apply button, then wait for the Done button to activate and click on it.
Quit Disk Utility and return to the Utility Menu.
Select Install OS X and click on the Continue button.

Follow the pics below:

Select the volume you wish to reformat.

Click on the Erase button in the toolbar. Select the desired format from the Format: drop-down menu.

Once the drive has been formatted HFS+ you could convert to APFS by selecting the disk entry and selecting Convert to APFS from Disk Utility's Edit menu.
