Why I can't download ios app from MBP Itunes?

Hi,

I have an MBP early 2015 and also an iPad mini
I opened Itunes to download iOS apps but I can't do it, why?
I only can download Macs apps.

Since iTunes 12.7 apps are no longer managed via iTunes. See: Changes in the new iTunes - Apple Support
