IPad 4
I can't no longer edit photos on my iPad. Is this because it can't not be updated to the new OS11?

If updated to iOS 10, then you should be able to edit photos. The iPad 4 is supported by iOS 10. To edit a photo, go into photos > open the photo is full screen with option bars open > click edit.
