add users = unknown error

I am trying to add 24 staff members to Icloud so we can use iChat on our Mac's (we have 20+ Mac's in our office). After adding 15 staff members successfully, I now continue to get an "unknown error" message after I get to the point where I put in the verification code from the email that the process sends out.

Please advise....any help greatly appreciated.
