Are there conditions for for sending Apple Pay Cash to a person in another country?

Currently only works in the U.S. See the following from: Countries and regions that support Apple Pay - Apple Support

Sending and receiving money with Apple Pay and the Apple Pay Cash card are available only in the U.S.
