On iOS11, is it possible to turn of WiFi and it stay off?
iPhone 6s Plus, iOS 11.1.1, WiFi turns itself on automatically
Yes, it is. Go to Settings>Wi-FI, and turn it off. You can also activate Siri and say, "Siri, turn off wi-fi".
