IOS files app does not automatically download files larger than 1mb

Has anyone encountered this same issue? I’ve recently purchased a new iphone and up until now, if i havent specifically clicked on a file that’s larger than 1mb in files app, it does not automatically download it in the background. It just has that cloud and arrow symbol on the left for downloading. I have a 64gb phone, 32gb ipad air, and 50gb icloud plan, all of which have at least 20gb free space.

iPhone SE, iOS 11.2.1

I know. I first noticed this when I first got my ipad last year. And ive had 2 phone changes (6s to SE 16gb and now 64gb) and i even went so far as to delete all files in icloud drive, signed out from all my icloud accounts from my mac ipad and iphone. Still when i dragged all my files from desktop to icloud, on my phone and ipad all the files larger than 1mb you still have to download!!
