my apple iPad shows it is charging with red line for over 2 hours and still not charged

my apple iPad mini has been charging for over 2 hours and I still have the picture of the battery with the small red line and that is it > I can't do anything with it.

It's my understanding that your iPad is plugged in but doesn't appear to be charging. I may be able to help with this. If possible, try a different charger and cable. Check out this article and follow the steps: If your iPhone, iPad, or iPod touch won‘t charge
