Update a mid-2009 macbook pro to MacOS 10.12 or 10.13?

I have a mid-2009 MacBook Pro running El Capitan (MacOS 10.11.6). Should I upgrade to 10.12? It looks like 10.13 is for newer MacBook Pros only. Is that true?

MacBook Pro, OS X El Capitan (10.11.6)

Both are incompatible with your MBP, ElCapitan is as far as it can go.
