Can't set WINS workgroup, it resets back to WORKGROUP from MSHOME

I am on a network with a Windows machine running in the MSHOME workgroup. I want to set my OSX 10.13.2 system to the same workgroup. When I go into Network Settings, Advanced, to the WINS tab, it shows the workgroup name as WORKGROUP. I change it to MSHOME, do OK and Apply, then go back to the WINS tab. The workgroup has reverted to WORKGROUP.
