If you have a device and your photos are synced to iCloud, they should be in the Photos app on the device.
If you are using a Mac computer and using OS 10.10.3, you should have a Photos application. Open Photos, go to Photos/Preferences/iCloud and set up syncing. Then go to System Preferences/iCloud, sign in, and check Photos syncing.
Open Photos, go to Photos/Preferences/iCloud and stop syncing. Then go to System Preferences/iCloud, sign in, and uncheck Photos syncing.
On a device, make sure you have full resolution photos in the Photos app, then Settings/Your Name/iCloud and turn off Photos syncing. If asked, choose to keep them on the device.
