Contacts/Groups not syncing properly in iTunes

I use an iPhone 7+ to sync phone data using iTunes and do not use iCloud, sync all locally.

If I create a new group in Contacts, it will not show in iTunes when syncing and not sync on phone.

There are also just contacts missing.

Anyone know the fix, much appreciated.
