Can’t make calls

I can’t make a call but I can receive calls and texts and send texts my phone got stolen so I went to back up phone and I wasn’t able to make calls on it called carrier and they said everything was good but it kept doing the same thing now I went and brought a new iPhone and it’s still doing the same thing any solutions
