Is it possible to do face time through Apple TV with out using another Apple device

There are times through out the year that there will be a number of relatives together at a one location and we will be face timing with other relatives across the country. So want to know if it is possible to connect a camera up to our Apple TV and use the Apple TV to face time with them. Thus making it easier for them to see everyone and for everyone to see them.
