Importing photos from mail fails

Since recent software updates I haven’t been able to import photos from Mail to Photos. I checked the iPad manual for iOS 11 for the correct procedure (which hasn’t changed) and they still will not transfer/import. I have the same problem with my other iPad as well. Any suggestions will be appreciated.
